The European Accessibility Act for Shopify stores: a practical guide

Since 28 June 2025, the European Accessibility Act (EAA) has applied to e-commerce — and enforcement is no longer theoretical: courts and regulators in EU member states have issued injunctions, daily fines, and six-figure penalties against non-compliant retailers. This guide explains, in plain language, what that means if you run a Shopify store.

Does the EAA apply to my store?

You're likely in scope if both of these are true:

There is no grandfathering for existing sites. The obligation applies to your storefront as it is today.

What does "accessible" mean, concretely?

The EAA's technical yardstick is EN 301 549, which for websites means WCAG 2.1 level AA (with WCAG 2.2 adoption underway). For a typical Shopify storefront, the failures we actually see are mundane:

Why an overlay widget won't save you

Accessibility overlays — the floating toolbar apps that promise one-line-of-code compliance — don't change your storefront's underlying code, which is what the law measures. EU market surveillance authorities and disability organizations have explicitly discredited them, and roughly a quarter of US accessibility lawsuits now target sites that were running an overlay when sued. In our own scans, stores paying for well-known overlays still failed every WCAG category. Money spent on an overlay is money spent on the appearance of compliance.

What to actually do (in order)

  1. Audit your real storefront — home, product, collection, cart and search pages, against WCAG 2.1/2.2 AA. Automated scanning finds roughly 30–50% of issues (be suspicious of anyone who claims otherwise); the rest need manual checks: full keyboard navigation, a screen-reader pass, and 200% zoom.
  2. Fix issues in your theme and product data — most Shopify failures map to a specific theme setting, Liquid file or snippet, or product field (like alt text). Your theme developer or agency can work directly from a mapped fix list.
  3. Publish an accessibility statement — the EAA expects a statement describing your site's conformance status, known limitations, and a contact route for accessibility feedback (EN 301 549 format). We have a free statement generator to start from.
  4. Keep dated evidence — regulators respond to documented, ongoing remediation. A dated log of scans showing progress over time is your best answer to an inquiry — and your proof of good faith.
  5. Re-check on a schedule — themes update, apps inject markup, products get added. Accessibility drifts; a one-off fix doesn't stay fixed.

What about checkout?

On Shopify, checkout is hosted by Shopify itself — you can't modify its code, and Shopify maintains its accessibility. Your responsibility (and your risk) is the storefront: everything from the home page to the cart.

Common questions

We're a US/UK store with EU customers — really us? Yes. The EAA follows the consumer, not your registered address. UK stores also face the Equality Act 2010 domestically; US stores face ADA title III case law. The fixes are the same WCAG work.

Can anyone guarantee compliance? No — and you should run from anyone who says otherwise. Compliance is assessed against your live site, including things automation can't judge. What you can have: a clean automated scan, documented manual checks, a published statement, and dated evidence of ongoing work. That's what "defensible" looks like.

How fast can this be fixed? Most stores' automated findings trace back to a handful of theme patterns and missing product data. Fixing the top issues is typically days of theme work, not months.
